Upload a clip of someone moving and export the result from BLDR as a .ycd.
Put the .ycd in a resource's stream folder with an fxmanifest.lua, and ensure the resource in server.cfg.
The file name is the animation dictionary. Load it with RequestAnimDict, then play the clip with TaskPlayAnim.
To use it as an emote, add the dictionary and clip to your emote menu's config.

BLDR knows QBCore, ESX, ox_lib and the FiveM natives. It writes the client, the server and the manifest, and checks the server side so players can't trigger it from anywhere.
